I was around when the follower first showed up. You can buy followers for an unsuspecting friend, or company, without their consent. It's a way to play a cruel joke on people. Bill already said it was getting in the way of him being able to respond because of all the notifications. I highly doubt it is him buying them.

Someone is just being an ass to make him look bad.
