is not the problem. They are easy to verify. Case in point my nephew is over 21 and can vote, but is autistic. He can't cast a independent ballot on his own. But legally he can vote. Same is true of some people in nursing homes. 1.5 million people in nursing homes in US. Enough to throw a election.
