This is correct and to the point:
Clinton could have finished the job...but if I may take from one of my favorite presidents...it wouldn't be "prudent". The journey into Afghanistan allowed it to be prudent though. I know many or some would disagree with that.....I believe the risk to not do such would have been far worse.

Clinton effectively kept Saddam in 'a box' with no fly zones and periodic cruise missile strikes, including in retaliation for an attempt on GHB's life.
He also wisely didn't use American ground troops in the Balkans and did use American airpower at Kosovo and on Belgrade, effectively.
