Not gonna hurt legit shorts, However (and it is totally my opinion) this is why NTEK rasied the o/s and now a r/s. If the stock is actually naked shorted, the stock that was sold, must be accounted for and accredited to the new owner.

Meaning if I bought 1 million shares yesterday and 100k of then are "naked" meaning they don't really exist, the seller I bought them from has to buy those shares to replace. --If not, thus that naked shorter will "burn" hehehe
