Is anyone familiar if this regulation sets the limits much higher than what would be expected on road driven vehicles?

I did see that the Mercedes has passed state smog testing, just do not know by how much?

Side note, if I read correctly, it mentioned that the oil had not been changed for several years? wouldn't the natural breakdown of the oil be detrimental to the piston rings and main bearings, etc... ?
