No, I did understand and this is accurate and supportable by facts:
People do not automatically qualify for 'welfare' when unemployment runs out. SS disability and SNAP are all 'means tested'. Most do not pass the 'test'
If jobs aren't there under either Republican or Democrats, what would you suggest for these people?
