Thanks for pointing this out RS... HiAlpha is a division of RB Milestone Group , which is an equity research firm that did a report for TPAC in 2014 (I've pointed this out before):

Following is the email response I received from Bill about it (I'd asked him about two reports on the TPAC website and the RB Milestone was the first one):
"The first one is a bit dated but they are accurate. I will be returning back to the States on Tuesday."
