When Trump says Mexico will pay for the wall, he does not mean that he will go to Mexico and say "I need money to pay for a wall"
He would deduct it from their foreign aid and has said so in speeches. in 2013, Mexico received $265 million in foreign aid, so there is money that can be deducted.
