American Petroleum ($APC) lowered its 2016 capital budget by about 50 percent to $2.8 billion. The company reported a narrower than expected adjusted loss for its fourth quarter, while its revenues fell year-over-year. Tesoro Petroleum’s ($TSO) fourth quarter results trailed estimates.
