No he didn't. She answered concerning the presiding judge, and he got stuck on the fact the magistrate judge was reassigned.
At worst, she misunderstood what he was getting at. The fact he then goes on a tirade makes him look petty.
She's a blowhard, but he's really going out of his way to make himself look ridiculous.
