Yes, and people say that Fidelity is one of the brokerages that MOST lends out shares, and there have been allegations that they say they have shares to lend when in fact they don't (i.e. facilitating naked short selling). That may or may not be an urban legend, who knows? But the low maximum price they let you put in would seem to support that theory -- make it hard for people to tie up their shares.
