Most that are capable of moving the price back up are not like you waiting for "the bottom". They are waiting for the up-list and the progress reports that will undoubtedly be hitting the press along with that news, and they have large chunks of capital to invest. They already know what's happening and they know the dilution is not bad. Most of the latter authorized shares have not been issued. The revenues will take care of start up costs with minimal further dilution.
