I think the answer is simpler than that.
Someone has been trying to buy 3M shares since Monday.
It's not a huge order in itself, but since not enough shares are being offered, he or she started chasing them. Once the order is filled, the PPS will go back down, unless there's news.
Just my opinion of course.
