what was mentioned on this board was that the seller would be in violation of SEC rule 144. https://www.sec.gov/investor/pubs/rule144.htm
a quick glance at the rule indicates this is someone with restricted shares so this isn't just an average shareholder dumping. this is someone close to the pulse, either management/owner/officer, etc.
then that begs the question, why would someone do this? is this manipulation or has a backdoor handshake agreement occurred or what exactly is happening? maybe this is completely normal activity. i have no idea. i'm no pro at this
