1st They have to know who did it.
2nd They have to show intent to commit fraud
3rd They have to know which brokers to look at.
4th If they find the cross trading then all they have to do is turn it over to the SEC cause that's a Fed crime
5th and most important, Specifics should never be discussed on an open board.
