Alan - correct me if wrong - but MM function of providing liquidity allows them to sell short w/o limit and they don't even think of it as naked - they are simply not required to borrow shares.
The problem has always been when MM start to extend their MM permissable feature through to their shorting clients
The theory with the MM alone is that their positions open and close like water. Their function is to keep the dam open and the water flowing (liquidity).
