Why does this sound like an attempt to get rid of part-time investors using a convenient excuse as a cover story?
Anyway, ultimately is this really a problem?
The only difference between now and then is, where before it would be a broker's computer system waiting for a condition to be met, we'll need to leave a computer of our own, hooked up to the internet to do this job. It will then submit an order to the broker for us when the limit is reached. Basically it adds a middleman, and a few extra seconds of time required to execute an order. On the NYSE this isn't much of a big deal. On penny stocks... ugh. I'm glad pennies aren't on the NYSE.
Actually... if any of you happen to be developing mobile apps as a hobby, you've got a new project idea to look into.
