A lot depends how good your 4K TV is at upscaling
regular content. The cheap 4K TVs don't do very good
job of upscaling, but the higher quality 4K TVs do
a much better job of it.
So like anything it comes down to how much you
want to spend for QUALITY. You can find reviews
online in many places which 4K TVs do a good job
of upscaling regular NON 4K content to a 4K TV.
