Because the DTCC are crook's and they and their people that work for them on other boards down grading the stock they target,  To keep it low, only for there own gains, See if you do a depth DD on the DTCC you will come up with interesting fact's on them. Sooner or later they will Face the piper. You don't think people down grade a company that they invest in do you, And the that do, they turn coat for the monney. Lowest form of investor.
