I'm not following the board too closely but is this about getting a cert unrestricted and deposited into a brokerage?
You can get a Medallion Signature from Wells Fargo for free. From what I remember, the only cost is what the transfer agent charges to reissue the unrestricted certificate electronically and I don't remember it being anything close to $650. If my memory serves me correctly they processed a DWAC of the shares to my Wells Trade account. Then I electronically transferred my portfolio to a different online brokerage that has much cheaper commissions when it comes time to sell micros.
