Call Spencer Edwards. I don't want to name my broker specifically to "out" myself because I'm not sure if they monitor this board. Their entire staff is great. I've looked up every broker I've spoken with using the Finra BrokerCheck and all are as clean as a whistle.
From what I last heard, about two months ago, to transfer the certificate it will cost roughly $650 + a couple hundred to get the certificate signed off by an attorney (attorney is a partner of Spencer Edwards). It's a very easy process. The brokers there spoon feed every step to getting an account set up and transferring the certificate into an electronic format.
