This is all manipulation. All it is is people taking advantage of the low bid to purposefully drive the price down.

They stack the ask to turn people off and wait for people to dump on the bid. Then they scoop shares up on the low.

It's so damn frustrating.

Edit: And look, its now back to .001 because it leveled itself off. That one person manipulated it for that brief second in order to get their "in." Absurd.
