IMO something to consider:

When BLTA PR’ed the increase in space at terminal 4 the PR said the reason for the expansion:

Quote:
Baltia Air Lines announced today that they have increased the size of their operations center at Terminal 4 to accommodate the additional staff working on the FAA Certification.





And consider the following quote from Executive Vice President Russell Thal further down in the PR:
Quote:

"The additional space taken by Baltia provides a suitable working environment for the total staff involved with the certification."

So, IMO, I take it from that PR that terminal 4 was primarily being used for the certification team.

What to consider is proving flights are the last leg of Phase III. Phase IV per the FAA website:

Quote:

The certificate and approved operations specifications are issued to you after you have corrected all significant unsatisfactory items. This action completes the certification process. You shall not be certificated under any circumstance until the certification project manager (CPM) has determined that you are fully capable of fulfilling the responsibilities as charged by Title 49 of the United States Code (49 U.S.C.) and that you will comply with Title 14 of the Code of Federal Regulations (14 CFR) in an appropriate manner.

Then consider this quote from the PR on moving into building 151:

Quote:
"In conjunction with the new headquarters we are also leasing from JMC our own maintenance facility located adjacent to our new Headquarters. We are retaining the station office at Terminal 4 for passenger service."



IMO, terminal 4 had two purposes, to house the certification team and to be used for future passenger service. I conclude that terminal 4 was being used for certification based on wording from the above PRs. If they are moving into terminal 4, IMO it means that there is additional space to move into. With the absence of a PR or information stating they increased the size of terminal 4 again, it would mean something was taken out of terminal 4 to make room for the move. Being we are at the tail end of phase III and Phase IV is awarding the certification, I would take it the certification team would not need all the terminal space and they can start getting ready to make terminal 4 operational. JMHO based on observations.


A point of clarification—prior to building 151, BLTA operated out of

63-25 Saunders Street
Suite 71
Rego Park NY 11374

Per their financial statements from 2010.

When they moved into building 151 the PR said:

Quote:
Baltia's new headquarters, which used to be the headquarters for JAL, are five times larger than our current office space and the space was needed as we gear up for flight revenue service.

Reading this on context means building 151 was five times bigger than the suite in Rego Park, not terminal 4 as has been insinuated.
