The thing that I asked months ago...Why wouldn't we have preferred to get a "failure" on the last mini and have scheduled another 4-6 weeks later to avoid the extra hassle of seeking a federal agency to give us an exception? Back when I first asked, (well I think the first time I asked may have been deleted. Papa?) Then LT answered and said he thought it was because minis aren't cheap to perform. 5 months later...I am really wondering the same question.
