I really hate to admit this but Iglow has brought up a valid point, why would TSA not file an opinion letter with the transfer agent, at that point if the issuer refuses to lift the legend then it would be a question of liability on the transfer agents part, then a certain amount of time would be given to the issuer to provide a court order or evidence as to why the legend should not be lifted
I find it very odd that TSA has not brought forward a letter, and I say this because if they did we would of known about it a long time ago.
