Decision to adjourn Judicial Review

I am totally confused by this decision. If things were going well with the Judicial Review, why would you stop it? They've also had the papers filed for some time now on OMB review, so they've known from the outset that a decision from there was forthcoming. So, how could the OMB process be used as a reason for stopping the Judicial Review?

Hopefully, some poster can supply a positive reason for the company's recent JR decision.
