Because people's bids are meeting the seller's ask prices. Once the number of buyers exceeds the number of sellers, people will have to raise their bids which will drive the price up. It doesn't matter if the volume is 300m, if every bid is .0016 and every ask is .0016 it's not going to change the price.

It's going to take a number of solid 50+ million volume days to see some real upward movement in the price.
