I highly doubt they are.
It's difficult to short a OTC, often large amount of equity is required and to be honest it isn't really worth it. Shorting for a tick or 2? Paying to hold the short overnight?
I short stocks literally every day, I cant see any reason I would try and short a otc for a tick here and there versus shorting the dozens of pullbacks that occur on the major markets daily
