No, that is not what I'm implying. Honda has been working on this design for 30 years. They started on a small scale MH01 and MH02. The development started for production in 2004, the first flight took place in December 2010. They just got provisional FAA certification in March 2015.
You'll be surprised on how long it takes to get a plane certified, especially this type of VLJ. FAA was nervous about the 787 Dreamliner because of the Carbon Fiber Reforce Polymer, CFRP, that that has never really been proven for safe flight. Dreamliner was delayed by several years. Honda on the other hand took their time.
All FAA does is review company designs and determine if it's airworthy and determine if it's safe for public use. Truth is, FAA doesn't have a lot of engineers because they don't get paid very well. So it's hard to work with a bureaucratic entity.
FAA is just a bunch of lawyers that determines how the words should be put together to make everyone happy, and they suck at it.
