CBD is cannabidiol, which creates during flowering and drying of the buds. You can't obtain CBD from seeds, it is the same as with THC or other canabinoids. They must make an hemp oil from the buds and separate CBD.
P.S. Now I doubt how they can add CBD without affecting the price, this is not a cheap thing. There are strains that produce hemp with 10+ % of CBD, f.e. as "Charlotte's web", but these are medical strains and costs a lot. It really depends how strong the CBD will be, when we want talk about health benefits
