The bid is per plans and specs. Once a contract is secured, the missing stuff to make the system functional per the intent for the owner, spells....CHANGE ORDERS.
Example, Launch Complex 41 at Cape Canaveral was my project. I saw huge deficiencies in the 15KV Double Ended Sub-Station. There was not enough power to launch...plain and simple. A 1.25 million order doubled over this 4 year project.
Fat city....just Baltia will do for us!
