Correct, in order to short, the brokerage firm you are trading in has to have an inventory of long shares (typically have ops groups called stock loan that approve shorts at execution) These are typically hypo'd by margin accounts that clients sign off on their shares being hypo'd in the margin agreement.
Right now the uptick for a shorter is the basis they borrowed at (couldn't be more than .02 IMO) to zero times their count. Not huge IMO either because the upside risk is FAR greater and much sweeter for us longs
