I don't know about that, from a legal stand point ink and digital are the same , you can execute contracts all over the world without a pen, however even if contracts required ink, we are not entering into a contract with the FAA.
I think we need to look at possible reasons beyond the inefficient line and if we move on to well it requires ink, now WE are making another excuse for the FAA. Federal Government Courriers could move documents back and forth across the country in a couple days, non priority so weeks for signatures is not really viable
