IMO, the more I look at it it seems to be that section 3-2626.K.13 clearly defines when it is deemed an unsatisfactory demonstration, but section 3-2623 gives FAA freedom to still deem it a pass if there are extenuating circumstances if it is not textbook case, which seems to be the case with BLTA.
