As sales increase of Flatpacks/petri I am certain that manufacturing will be outsourced (very carefully). The CEO obviously has a good feel for this so that would be a no-brainer as sales capacity expands. As to the N-Assay it is inevitable that the manufacturing will not occur in the existing facility since it is doing as much Flatpack as it can. That will necessarily involve outsourcing and I would guess it could be to Battelle for quality control purposes. Just my opinion.
As to industry experts I don't think there is the type of money board members expect as a directors' fee, and think that the best that could be done in a situation where the company can be shown to be about to really "take off" is in a stock option payment regime to an advisory committee. There is, I believe, some of that going on but the reality is that the company is limited in what it can do at this point because of finances. As those increase, staffing expansion and other strategies become more viable.
