Prior to receiving an official notice of a passed mini, the commencement of proving flights, why does the pps even matter?

Well, it matters if peeps are still trying to load their boat, it matters if peeps are needing to sell, but for holders with all they care or can own, with no more cash to throw at it, why even care?
