You answered your own question, the company needs to recapitalize and is asking shareholders to approve doing so. Understand this would not have been necessary if the company were not under attack by those selling counterfeit shares and driving down the share price. Go NTEK!!!
(Then again were the company not under attack few if any of us would have as many shares as we now have. The company imho is focused on the future knowing revenues and earnings will kill the shorts.)
