If the RKT is on schedule why would they drop their plans there to put in a processor in Madison County.  I expect there is not enough plastic film there and other sources will have to be added to the the supply to make it viable for 3 processors.  The days of thinking 1 processor is long gone.  It is not feasible to construct when clusters can be much much cheaper.  Does anyone here think that a few farmers in Madison County and area can supply 50,000 lbs. of plastic a day (and that's for only 1 processor)?
