If there is/was some sort of naked share selling scheme going on, there may be hundreds of millions of air shares sold into the market and not enough available to cover, so they kill the company and drive the share price to no bid in the hopes they never have to buy them back.

They target stocks that have gone dark. Those stocks don't fall under the Reg SHO rules. Giving dividends are the only way to expose NSS, imo.
