As for HTQ conveying rights. I dont know for sure but it seems to me that those rights either have been conveyed or are being currently. Just because the state has not filed this info in the public record means nothing. Waiting on a government agency to do anything in a reasonable timeframe is futile. In short, ASSUMING that all relevant data has been filed for public consumption is pure idiocy. To do so is naive at best.
