The IHUB rumor is a permit should be issued by tomorrow. If it's not, and if a permit can not be obtained UNTIL HTQ conveys rights, does that mean the source of the rumor "lied"?

He said he talked to Mary and she said the permit was basically ready to go.

So what if it doesn't get issued?

Is that a "moral issue"?
