Typically, I'd never advocate for an RS; however, not all RSs are bad. Execute an RS with intent to uplist that coincides with successful evac and just prior to certification... my opinion, this thing blasts off in that scenario. Major institutions get involved at that point, unlike when we are penny/subpenny.
