Alan you may be forgetting there are still many (hundreds) of SH that owned shares from the two shell companies that preceded NTGL (CTKH and later HVEL.
CTKH goes all the way back to the late 1990's prior to its conversion to HVEL in 2014.
I for one hold 1.5M shares of NTGL BUT MOST OF the 1.5M were purchased prior to the NTGL. Therefore there may be more shares in the O/S than you think.
