Not sure, i would only assume she wants the deal finalized and to do it in a official pr / 8k. instead of posting a letter working on it.
It will be better if it comes out officially as a done deal instead of "twice"
If she prs it ahead of time on OTC markets, then essentially a lot of the umph would be gone when the deal is signed and PR'd again.
