They have to notify FINRA. If not, FINRA won't know about the merger and think CRGP is still active.
If they have extra shares, CRGP or insiders, not going through FINRA is like walking away and leaving money on the table.
I think FINRA knows the situation since the day of the halt. FINRA should announce the merger, the price per share, and require everybody to close positions in order to de-list.
