i keep hearing people say that FINRA needs to approve the merger like they did the dividend. Back when we where having the discussions about divy's and people were saying that it could be taken back. i had talked to FINRA and asked if that could happen after they "approved" it. She was adamant that FINRA does not "approve" dividends, they only "announce" them.

Can this be the same with mergers? That they don't approve, only announce.
