It was a joke. The "lol" and "winky face" were there. I was joking that after he did what you were suggesting, he'd immediately be rounded up for being ridiculously fraudulent.
Of course he wouldn't go to Mexican Prison. He'd go to Pound-Me-In-The-*** prison, which in some ways is better.
