I truly don't think the company would wait to uplist if they had the approval. Waiting for the market to "stabilize" or conditions to be better is a fools game. There are no guarantee that the market will stabilize or improve any time soon. Beside individual stocks can certainly go against the trend of the overall market especially when they are as far undervauled as AMBS currently is.
Uplisting will give institutions the ability to buy and they buy when they see value. We are all aware of the milestones ahead in the next 3 to 12 months that could certainly create significant value, exactly what institutions would be looking for.
I am not sure what the current hold up/delay is but since Gerald has stated numerous times that we need to get on the Nasdaq ASAP I don't think he would wait. The company stated it would happen in the 3rd quarter so only 8 trading days left. We will hear something one way or the other over the next 2 weeks.
