Shell keeps squakin how the merger has to go through FINRA, both are Mexican companies. I think if they were American companies, yeah, they'd need FINRA involved. They have the share count and shareholder information and it doesn't look like they want to trade on US markets so this deal could already be done like Lilly suggested. FINRA has no jurisdiction in Mexico.
