As thought that off shore shorting or even naked shorting of a U.S. listed stock could only be done if that stock were also listed on a foreign exchange. State side my understanding of NAKED SHORTING can only be done by MMs that are listed/registered traders of the stock in question.
They are granted this ability (HO HO HO ) in order to assure a smooth and controlled market.
